Flows Decree 2022

The decree of the President of the Council of Ministers of 21 December 2021 programming the 2021 flows was registered by the Court of Auditors on 27 December 2021 and published in the Official Journal of 17 January 2022, with which the worker quotas were established foreigners who can enter Italy.

The flows decree is a provision with which the Italian Government establishes each year the entry quotas of non-EU foreign citizens who can enter Italy for employment, self-employment and seasonal reasons.
Privileged quotas are usually provided for citizens of States that have signed readmission agreements with Italy and for citizens of Italian origin registered in special lists kept at all Italian diplomatic missions or consulates abroad.
The flow decree may also provide for limitations on the entry of citizens from countries that do not collaborate in the fight against clandestine immigration and the readmission of expellees.

Odds

The Decree sets a maximum entry quota of 69,700 units, 42,000 of which are reserved for entries for seasonal work reasons.

The quotas established for entries for non-seasonal and self-employed work are 27,000 and, among these, 20,000 are reserved for entries for non-seasonal subordinate work in the road transport, construction and tourism-hotel sectors for citizens of countries that have signed or are about to sign cooperation agreements on migration with Italy.

The forwarding by an employer, Italian or foreign legally resident in Italy, of the authorization request for the hiring of a non-EU worker represents the starting point of the entire procedure.

Timings and forms

Starting from 9:00 on 12 January 2022, the relevant application forms are available and will be sent exclusively using the usual electronic methods.

Applications can be sent from:

  • from 9:00 on 27 January 2022 for the hiring of non-seasonal workers, for self-employed workers and for conversions.
  • from 9:00 on 1 February 2022 for the hiring of seasonal workers.
